How to Participate

The Fresno City Council welcomes the public at every meeting. There are several ways to attend, watch, and provide comment.

Attend in person

City Council meetings are held at Fresno City Hall, 2600 Fresno Street, Fresno, CA 93721, in the Council Chamber on the second floor. Doors open 15 minutes before the start of the meeting. Seating is first-come, first-served. The chamber is wheelchair accessible — see Accommodations & Language Access for details.

Watch remotely

Every meeting is streamed live. You can watch from the meeting page on this portal, or directly at:

  • Live stream: [STREAM URL — e.g., City of Fresno YouTube channel]
  • Teleconference (audio only): [PHONE NUMBER] · Meeting ID: [ID]

Recordings are posted to the meeting page within 24 hours after the meeting ends.

Provide public comment

Members of the public have a right to address the Council on any item on the agenda, and on any subject within its jurisdiction, per Gov. Code § 54954.3. There are three ways to comment:

  1. In person. Fill out a speaker card at the front of the chamber before the item is called. Each speaker has 3 minutes.
  2. Remote (during the meeting). Register at [SPEAKER REGISTRATION URL] at least 15 minutes before the item is heard. You will be called by name during public comment.
  3. Written (any time before the meeting). Email cityclerk@fresno.gov with the meeting date and item number in the subject line. Comments received before noon the day of the meeting are distributed to all Councilmembers before the item is heard.

How items get on the agenda

The City Clerk prepares the agenda from items submitted by Councilmembers and City staff. Agendas for regular meetings are posted at least 72 hours before the meeting at City Hall and on the meeting calendar, per Gov. Code § 54954.2. Members of the public may suggest future agenda items by contacting cityclerk@fresno.gov.

Closed session

Some items are heard in closed session — for example, pending litigation, personnel matters, or labor negotiations. The agenda will identify each closed-session item with its statutory authority. When the Council returns to open session, the Mayor will report any action taken, per Gov. Code § 54957.1.
